Tahun 2024 menandai momen bersejarah bagi disiplin ilmu administrasi publik di Asia. Asian Association for Public Administration (AAPA), Eastern Regional Organization for Public Administration (EROPA), Asian Group of Public Administration (AGPA), dan Indonesian Association for Public Administration (IAPA) bersama dengan Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (PANRB), Lembaga Administrasi Negara (LAN), dan Universitas Gadjah Mada (UGM), telah menyelenggarakan Konferensi Bersama 2024 yang pertama dengan tema “Menuju Birokrasi Berkelas Dunia” pada tanggal 4-7 November 2024 di Universitas Gadjah Mada, Yogyakarta, Indonesia.

Pentingnya mempelajari administrasi publik dan reformasi birokrasi terlihat jelas dalam konteks pembangunan nasional. Administrasi publik yang efisien dan efektif berfungsi sebagai tulang punggung sektor publik, memastikan bahwa sumber daya dapat dioptimalkan, mengurangi pemborosan, dan meningkatkan kinerja pemerintah dalam memberikan layanan kepada masyarakat. Hal ini lebih lanjut ditekankan dalam Laporan Pembangunan Manusia Regional 2024 dari Program Pembangunan Perserikatan Bangsa-Bangsa (UNDP), yang menyoroti pentingnya berinvestasi dalam kapasitas dan kapabilitas sektor publik untuk tetap kompetitif dan inovatif, terutama di dunia yang tidak menentu, tidak pasti, kompleks, dan ambigu (VUCA) seperti dunia yang kita tinggali saat ini.

Konferensi Bersama ini dirancang sebagai platform kolaboratif untuk mendorong solusi bagi pembangunan berkelanjutan khususnya bagi negara-negara berkembang, dan juga bertujuan untuk menghasilkan hasil yang bermanfaat yang akan berkontribusi pada evolusi perspektif administrasi publik dan memberikan solusi alternatif untuk pembangunan berkelanjutan.

Konferensi ini dihadiri oleh 1000+ peserta dari Australia, Bahrain, Bangladesh, Belgia, Kanada, Cina, Kosta Rika, Jerman, Hong Kong, SAR, India, Indonesia, Jepang, Malaysia, Mongolia, Nepal, Filipina, Rusia, Arab Saudi, Singapura, Korea Selatan, Taiwan, Thailand, Timor Leste, Vietnam, dan Amerika Serikat; 250+ presenter paper, 39 sesi diskusi panel yangberfokus pada digitalisasi, AI, pembelajaran mesin, inovasi, kepemimpinan, PA di dunia VUCA, manajemen risiko dan krisis, inklusi sosial, gender dan pembangunan, nilai-nilai publik, etika, dan birokrasi di tingkat bawah; 25 pembicara utama, dan 7 sesi diskusi umum dari negara Australia, Bahrain, Belgia, Kosta Rika, Jerman, Indonesia, Jepang, Filipina, Rusia, Singapura, Korea Selatan, Thailand, dan Timor Leste.

Keberhasilan acara ini diharapkan menjadi langkah awal dalam memperkuat sinergi global, membangun kapasitas sektor publik yang tangguh, dan mendukung pembangunan berkelanjutan yang inklusif di tengah tantangan dunia VUCA.
