PPM Doctoral Program

The Public Policy and Management (PPM/MKP) Doctoral Study Program is present to offer a variety of analytical knowledge and practical skills related to public sector management, both at the local, national and global levels. This Program is the result of the transformation of the Department of Public Administration (JIAN) UGM in 2010.

This study program has 3 study focuses, namely public policy, public management, and publicness. This is done to provide wider opportunities for a variety of student backgrounds that not only come from academics, but also politicians, bureaucrats in the scope of central to district / city government, professional researchers, and policy consultants. Therefore, the MKP S3 Study Program is open to anyone who wants to develop their knowledge more comprehensively and analytically in-depth in the public sector. 

Since its establishment, the Doctoral PPM Program has consistently obtained the title A in the accreditation assessment conducted by the National Accreditation Board for Higher Education (BAN-PT). This shows the performance of students and study programs in the condition of producing the best graduates. The best performance is not only at the national level, but globally, according to QS World University Rankings by Subject 2023: Social Policy & Administration, the PPM Department of Gadjah Mada University is ranked 50-100 out of 130 universities worldwide and is superior to all public administration or policy science majors in Indonesia. Therefore, the Doctoral PPM study program which is part of the Department of Management and Public Policy is worth considering as a place to further deepen knowledge.

To become the best doctoral program in Indonesia and internationally recognized in the field of management and public policy in 2032.

To realize this vision, the S3 MKP Study Program also sets the following mission:

  1. Educating students to become innovative people in the field of management and public policy who uphold ethics, honesty, and academic freedom.
  2. Develop innovative research in the field of management and public policy, which is in accordance with the demands of scientific development and public demands.
  3. Performing community service that is relevant to the dynamic interests of society and the state.
  1. Producing graduates who have the sensitivity and ability to respond to the development of the dynamics of science, especially in the fields of management and public policy and technology so that they are nationally and internationally competitive.
  2. Producing graduates who are able to apply management principles and public policy instruments in an effort to overcome public problems.
  3. Producing research in the field of management and public policy that has quality substance content so that it is useful for academics, practitioners, and policy-making actors, within the framework of service to the wider community.

  1. Able to critically reflect on scientific philosophies and paradigms to produce novelty in the scientific field of management and public policy.
  2. Provide a theoretical framework as a guideline for formulating solutions, problems at the level of management practice and public policy.
  3. Mastering various research methods in the field of management and public policy.
  4. Able to disseminate research results in various forms of scientific publications as study materials and recommendations to policy makers (evidence-based policy).
