PPM Doctoral Program

Doctoral Program (PhD) in Public Policy and Management (PPM) is designed to provide advanced analytical knowledge and practical competencies related to public sector governance at local, national, and global levels.

The program offers two main study focuses: public policy and public management, with a particular emphasis on developing high-quality public policy studies that are internationally oriented and contribute to strengthening democratic public sector governance. This approach is expected to create broader opportunities for students from diverse professional backgrounds, including academics, researchers, politicians, government bureaucrats from central to municipal levels, as well as policy analysts and consultants. Therefore, the PhD Program in PPM is open to anyone who seeks to deepen their knowledge in the public sector through comprehensive and advanced analytical study.

Since its establishment, the PhD Program in PPM has consistently achieved an “A” accreditation rating from the National Accreditation Board for Higher Education (BAN-PT). This reflects the strong performance of both the students and the program in producing high-quality graduates. The program’s excellence is recognized not only nationally but also globally. According to the QS World University Rankings by Subject 2023: Social Policy & Administration, the Department of Public Policy and Management at Universitas Gadjah Mada is ranked 50–100 out of 130 universities worldwide and is considered the leading program in public administration or policy studies in Indonesia. Therefore, the PhD Program in PPM, as part of the Department of Public Policy and Management, is highly worthy of consideration as a platform for academic development in line with UGM’s vision as a research university.

To realize this vision, the S3 MKP Study Program also sets the following mission:

  1. Educating students to become innovative people in the field of management and public policy who uphold ethics, honesty, and academic freedom.
  2. Develop innovative research in the field of management and public policy, which is in accordance with the demands of scientific development and public demands.
  3. Performing community service that is relevant to the dynamic interests of society and the state.
  1. Producing graduates who have the sensitivity and ability to respond to the development of the dynamics of science, especially in the fields of management and public policy and technology so that they are nationally and internationally competitive.
  2. Producing graduates who are able to apply management principles and public policy instruments in an effort to overcome public problems.
  3. Producing research in the field of management and public policy that has quality substance content so that it is useful for academics, practitioners, and policy-making actors, within the framework of service to the wider community.

Graduate Competencies

  1. Internalize values, morality, academic ethics, and a commitment to the public interest in the process of developing and applying knowledge in public policy and management.
  2. Demonstrate mastery of various research methods in the field of public policy and management.
  3. Disseminate research findings through various forms of scientific publication to support analysis and provide recommendations for policymakers (evidence-based policy).
    1. Conduct critical reflection on philosophical foundations and scientific paradigms to generate novelty in the field of public policy and management.
    2. Develop and provide theoretical frameworks to guide the formulation of solutions to practical problems in public policy and management.

Graduate Profile

  1. Senior Public Policy and Management Researcher, defined as an individual who leads research activities in accordance with scientific principles and methodologies to produce studies and recommendations for policymakers (evidence-based policy) through inter-, multi-, and transdisciplinary approaches while upholding high ethical and professional standards. Examples include researchers at national and international levels, public policy observers/analysts, lecturers, and similar professions.
  2. Policy Consultant, defined as an individual who leads advocacy efforts to assist organizations in addressing public policy issues and developing various problem-solving methods aligned with public values, public interest, and applicable laws and regulations. Examples include social issue advocates, public policy practitioners, and public/social policy activists.
  3. Senior Public Sector Administrator/Manager, defined as an individual who holds senior leadership positions in government, both at central and regional levels, including state officials, and possesses the capability to lead public organizations (ministries/agencies or state-owned enterprises) in a professional, innovative, and ethical manner. Examples include Echelon I or II government officials, functional government officials, and similar positions.
